Mayor Ulises Cabrera delivered the keynote address, emphasizing the city's progress and the collaborative spirit driving its success.

He highlighted the city's 14th consecutive balanced budget, underscoring Moreno Valley's dedication to responsible fiscal management.

In the realm of economic development, the city celebrated the approval of the 69.6-acre Town Center Project.

This transformative initiative will introduce up to 800 residential units, a 106-room hotel, and a 16-acre retail center, revitalizing the downtown area.

On the front of public safety initiatives, the passage of Measure U will fund additional deputies, firefighters, and community service officers, enhancing safety services across Moreno Valley.

Significant infrastructure projects were also highlighted, including the completion of Phase Three of the Pavement Rehabilitation Program, which invested over $60 million in local road improvements.

Phase Four is set to commence this fall.

The city emphasized the importance of community engagement by unveiling "Harmony in the Valley," the region's first augmented reality mural.

This innovative project reflects Moreno Valley's commitment to fostering a vibrant arts scene and earned the Best Arts Innovation Initiative Award.

In support of local business growth, the city recognized several businesses for their contributions, including Cardinal Glass Industries as Large Business of the Year and Los Zapatas as Small Business of the Year.

These acknowledgments highlight the city's dedication to supporting and expanding businesses within the community.

Furthermore, the city announced educational partnerships aimed at community development.

Collaborations with local institutions, such as the Moreno Valley College iMAKE Innovation Center, are set to provide residents with enhanced educational opportunities and resources.

Looking ahead, Mayor Cabrera invited residents to participate in the city's flag redesign contest.

Submissions should reflect the slogan "Where Dreams Soar" and highlight pride in the city's past, present, and future.

The contest deadline is October 13, 2025.
